what shud be your guidance if i ask you that i want to set up a wind mill in kutchh or sumwhere in rural?

i m planning to put a setup of wind mill generating electricity. i just want an idea that what are government formalities to be completed? according to you where would you suggest me to put up a setup. i.e particularly is there any such place where cost of setup would be cheap and returns would be higher? and what are the steps for such setup?

1) You need to have access to the land.
2) It needs to be windy and have water below the surface, preferably not too far down.
3) Governments are sure to have multiple requirements which you would have to ask for and probably pay for as well.
4) You would have to be near to the people to whom you hope to supply the electricity. You also need to be sure that they will be willing to buy it.
5) it will have to be cheaper than the electricity already supplied
6) You will have to produce some kind of documentation to prove that what you are trying to do is safe for all concerned.
I am no expert so you can be sure that I have left out some very important information. You need to ask someone who is already working in the industry.
