That is called the "Bank of America" building…they have a private club at the very top called "City Club".
If it’s the one that I’m thinking of, it’s the Fountain Place Building; as far as I know, it’s pretty much just an office building. When it was being built, people in the Dallas area were calling it "The Jolly Green Giant"

The building that is illuminated in green, only at night, in Downtown Dallas is The Bank of America Plaza located at 901 Main Street. It is a 72-story office building and the tallest skyscraper in the city of Dallas which opened in 1985.
I think it is a office building!!
Fountain Place is on Ross. Bank of America building is on Main.
