If you build a battery powered "windmill" you will really have a battery powered propeller fan. That will not get you a ribbon, but it will get you some unwanted teasing.
If you desire to build a wind-powered device ( a propeller) to charge a battery, then you will have a windmill powering a generator. You can use any type of wet cell battery, but the easiest will be one or more dry cell, rechargeable flashlight-type batteries or the rechargeable battery from a power tool. The voltage from the little DC motor that you use as the generator will have to be a bit higher than the voltage rating of the battery or the set of batteries.
Another problem will be in getting the rotating power from the propeller shaft to drive the shaft of the generator. The generator usually rotates faster than the propeller.
